Scanning up the list from VFSSilverRushBomberCustomer, I noticed that another NPC listing (VFSAtomicWranglerGuard) was edited by FCO-NPC Changes.esp and had its race listed as Caucasian201 "Caucasian 20 1", which is one of the Caucasian races from FCO. Scrolling down, I noticed that the RNAM - Race value for this NPC was set to Caucasian "Caucasian", which is one of the game default races.

A listing for a cell placement in FalloutNV.esm came up, and it referenced NPC 00159A89. So I quit the game, opened up FNVEdit, and typed in that ID (00159a8b) into the Form ID search box in FNVEdit. The key to fixing random eye problems is to first verify that mod #37537 (Hi-Res Eyes Replacer) files are not being overwritten. Editing FCO - NPC Changes.esp and copying the change over to FCOMaster.esm in this way causes Santiago and Lonesome Drifter to use both the FCO face data and the FCO eye textures, which solved the problem for me. By combining FCO face data with stock eyes, side eye results. The entry for Tommy Torini uses FCO's version of dark brown eyes.
